No, he can’t be added without a proposal. For the most part, not even admins can do that. Even if it’s likely, they must be proposed. Simply, if they definitely qualify, everyone who responds says yes, and they’re added at the end of the 2 weeks

Well, the Master is a different case. This is the mainstream version I'm talking about, and he has multiple incarnations who are already listed as PE, and TV Tropes also says they are Complete Monsters. And yes, there are redeeming categories. There is also a "type dependant on version" category. That way, we could know why he is listed as PE despite several redeeming categories.

Basically, the Master regenerates into different incarnations, each with their own personalities. Because of that, some incarnations have redeeming qualities while some are PE. And again, he has incarnations that are already PE/CMs.

Nowadays, I don’t think the wiki really follows what TV tropes does. But while I am fully aware of what Doctor Who is about, I don’t know it as well as other experts might. I feel it might be a “Dissociative” case, but at this point, I genuinely don’t know and may have to have someone else explain it or see what they say. the classic Master is seen as PE, the modern era is too wibbly-wobbly.. Missy may count but again this is a show with so many insane heinous standards you need major evidence.
