<p>Given the high heinous standard I don't think Morgan qualifies anymore. The basic standard of the series is that someone unleashes a deadly virus in a city. Aside from Morgan Lansdale does that to Terregresia, he doesn't do much else that makes him standout </p><p>
</p><p>Simmons does something more or less with the same resources as Lansdale, but also has his own disgusting crimes of experimenting on thousands of women to "re-create" another Ada Wong and Brian and Lucas both lack the high resources and Simmons and Lansdale but their cruelty manages to make them stand out from the rest.</p><p>
</p><p>Lansdale on the other hand the leader of a powerful anti-bioterrorism company with a group of terrorists in the palm of his hand and millions or billions of dollars. That's not a matter of resources.</p><p>
</p><p>As for releasing T-abyss? I should note one thing that's pertinent is that we never really get a potential body count for that. Can we infer the devastation will be catastrophic? Yes. But is it really past the kinds of damage that would be inflicted through the T-virus, Las Plagas, C-Virus, whatever? Does that really make him stand that much out compared to all these other plaguemaking lunatics? No.</p><p>
</p><p>Ultimately I'd have to vouch that Lansdale be remove as Pure Evil as the Heinous Standard is too high for him to qualify.</p>
