Who Is He: General Scales in the bloodthirsty and brutal leader of the Sharpclaw tribe of Dinosaurs. The Sharpclaw tribe has tried time and time again to take control of Dinosaur Planet, to no avail. One day Scales was approached by the disembodied spirit of Andross, (who made himself somewhat unknown to Scales), while donating power and knowledge to the Sharpclaw leader, allowing Scales and his tribe to conquer Sauria or Dinosaur Planet.
What Has He Done:
1. A young survivor of a destroyed planet named Krystal receives a distress call from Dinosaur Planet (Sauria) he ambushes her with his ship and after she boards, throws her overboard (nearly to her death, thankfully she was saved by a cloudrunner).
2. After gaining power from Andross whom he was unaware of, he sends his Sharpclaw army to Krazoa palace where they slaughter most of the Earthwalker tribe soldiers and take over. He later absorbs a Krazoa Spirit and uses its power to remove the spellstones holding Dinosaur planet together, breaking it apart. In addition, he captures and imprisons, three out of the four gatekeepers to the respective regions. Thus hoping to bar entry to those said lands from outsiders.
3. He locks up the King and Queen Earthwalker in order to release the fearsome Red Eye tribe, hoping to wipe out the Earthwalker race, while driving the Earthwalker survivors to the far edge of the city.
4. Scales Enslaves the Snowhorn tribe by threatening to wipe them out if they resisted after which they are forced to work in dangerous conditions in the darkice mines. After the Snowhorn's leaders daughter opens the mine gates. Scales imprisons her in the mines, and traps the Snowhorn chief beneath an ice sheet, while leaving him to die.
5. Scales captures the Cloudrunner Fortress, killing many Cloudrunners in the process, and imprisoning a few of the the tribe members who live there. After capturing their queen he has his men gang-beat her to a pulp, and imprisons Fox when he tries to rescue her.
6. As Fox confronts Scales over a spellstone in the fortress, He responds by using one of his sharpclaw soldiers as a human shield and throws him at Fox.
7. Turns the section of Dragon Rock into a prison camp (after rendering Dragon Rock as an inhospitable wasteland), where his sharpclaw army experiment on various dinosaurs and turn them into savage killing machines and/or bioweapons, one of which Fox had to fight for a Spell Stone.
Any Mitigating Factors or Moral Agency: None really, although Scales states that he is clearly not evil to Krystal during their confrontation, it all rings so hollow however as he offers no reasons for his actions to be justified. Scales is a bad boss to even his own soldiers attacking them for simply being in the way, and using them as disposable human shields without second thought. The entire surviving Sharpclaw tribe even pull a heel face turn after Scales and Andross deaths at the games end. As for the moral agency part, Scales is totally self aware of the choices he is making without any clinical insanity that impedes his morality. Although Scales might have gotten a small fraction of power from Andross (who betrays and kills him in the end), he has his own agenda, and completely planned his atrocities outside Andross command, on his own free will.
Heinousness: Here could be the tricky part in some peoples minds. Scales has been downvoted in the past (before being upvoted this month on TV Tropes). Scales in comparison to the likes of already existing Pure Evil's Andross and the Aparoid Queen, has very few resources by comparison, (except for a few speeder jets). Scales thus cant directly compete against the likes of the other two baddies (who have whole armies, armadas, technology, etc) to commit full blown omnicide and destruction. So on a smaller level, Scales sets his own heinous standard in the franchise that goes beyond standard villainy in a family-friendly setting. Scales crimes include but are not limited to (Attempted Genocide, Mass Murder, Enslavement, Planetary Destruction and Damage, Abuse of his own Sharpclaw Soldiers, and Painful Experimentations on prisoners to convert them into bioweapons).
Conclusion: Scales could be a tough choice, but Id say yes to him. While he does not have all of the resources to be a full blown, Galaxy Conquering, Omnicidal Maniac like Andross or The Queen, he goes all out with the limited resources at his disposal on a singe planet, for me to give him an upvote here.
