I'm gonna say "no", and one more thing: this isn't even a proper effortpost. We need to go over all the criteria, not just two of them. And plus, this sounds like another effortpost where the proposer wanted the character proposed to be PE because he feels like it, without a valid explanation.

I vote no. Denis is just the standard villain. If he was a human, or in a more serious setting, that might've been different. But it's a cartoon fish. Also, i believe you would be more convincing if you were saying things like "the villainy standard of Spongbob Squarepants is low" plus all of the reasons possible.

Also, ScaryMovie, just because Dennis is not a human doesn't mean he doesn't count as pure evil. Scar from The Lion King is not a human, and he's considered pure evil and he's a cartoon lion.

Er...I personally don't see anything wrong with this effortpost. The only problem is that it's a bit rushed, but the basics (heinous standards, redeeming qualities, and crimes) are all included in the proposal.
