<p>I vote "no". Roose and his son Ramsay are both worse.</p>

<p>@Zygnema998 The thing is, you mentioned that Locke is a sadist who tried to rape Brienne and chopped off Jaime's hand. Roose is also a sadist (subtly tortured Jaime by serving him meat that he couldn't cut, and Brienne by forcing her to wear a womanly dress even though she is a tomboy). He also raped Ramsay's mother under the dead body of her husband, and he took part in orchestrating the Red Wedding, giving him an exceedingly high body count. So in my opinion, Roose is also worse.</p><p>
</p><p>Even when we take Roose and Ramsay out of the picture, the overall heinous standards of GoT make Locke look like a joke.</p>

<p>From what I've been able to gather, the moral standard for GoT is really high. I vote No. </p>

<p>As vicious as he might be, no. He's severely outclassed by Ramsay and similar-ish characters like Karl Tanner (mass rapist), the Mountain (mass torturer) and Walder Frey (mass murderer).</p>

<p>No. A Song of Ice and Fire has a ridiculously high in-story standard.</p>

<p>Speaking of the Mountain, don't forget that he crushed a conscious man's eyes and smashed his head into pieces. Locke barely does anything even close to that.</p>
