<p>This is a thing that always confuses me. Why do we always have both categories on a villain page where the villain already is a murderer? Why not just the Murderer category? Because the Homicdal category is more for characters who attempt to kill someone or not?</p>

Not all murderers are willing to kill (they may have been forces to it for example), which is what homicidal villains are
