I have always problems with "The Heavy" category. The category states that villains that count have to have the most influence over the plot and the cause that the entire story exists. But we have plenty villains who count without really being that important or necessary for the plot. If we would go that way than every villain would count as The Heavy because nearly every villain is the cause for the plot of each story. No, The Heavy must be a character who is really the main reason why a story is happening. Like Joe Chill from Batman for example. Wouldn't he killed Bruce's parents, then he would never became Batman, so he is the reason for the story to exist. I think many people think that Big Bads and Bigger Bads are instantly also The Heavy what isn't often the case. It could also be a very minor villain with great influence, like Joe Chill like I said. So are villains like All for One, Bill Cipher etc really The Heavy or were they victims by category abuse? Also I can understand why villains like Bowser or Dio Brando count because Bowser escapes in most of the Mario games Peach, wouldn't he be there then there wouldn't be really a plot and Dio played a big role in Jonathans life and was the cause of his big tragedy and the creations of Stands.
