Just because he's the main antagonist of Cars 3 does not make him a villain. He's just an arrogant jerk. Chick Hicks and Ripslinger are almost the same way, except that they commit some real-world crimes.

Jackson Storm is just a Chick Hicks or Ripslinger without the crimes. The latter two are villains only because of their crimes, so Jackson Storm is a jerk like Katsuki Bakugo.

I personally think he should on here, but I cannot think of any crimes he committed.
