That's tricky b/c, Lelouch, for example, would belong in the category since he rules the world at one point, but for Homura... I don't really think she should be. It's not like we have something like The Council of HomuHomu with homuhomu from all timelines with Homuifer as their chancellor. I'd say those familiars have low-to-none ability to think for itself, mostly Homura's will is what controls them. So, those minions are kinda like a part of Homura's witch. Homura controls them, yes but her minions aren't like an organization, more like a shared consciousness.
