With Turbo it’s unknown if the characters in RoadBlasters died after he crashed it. Since there is no confirmation the characters in RaidBlasters and TurboTime died Turbo hasn’t killed anyone and also he didn’t intend to crash RoadBlasters and get it unplugged. Taking Vanellope’s throne was offscreen villainy. We don’t know if he was in control of himself or possessed and crazy after getting eaten by the Cy-Bug. Characters can’t die in their own game so his attempt to ram Vanellope against the wall wasn’t attempted murder. Even if he was trying to kill her and was in control after fusing with the act-Bug he just tried to kill two people which standard villainy and he intended to take over the arcade not kill everyone.

Grievous got rejected because he had a tragic backstory in Legends Continuity although now Disney has claimed Legends isn’t canon so he very well could qualify now
