Sarah Kerrigan from Starcraft is more tragic than any of these characters.

Vador is for me the most tragic guy, but I would say the Joker (Joaquin Phoenix)

Doofentshmirtz because he doesnt just have one sympathetic origin story he has all of them.

Doofus is tradgic... in a comedic way. I mean, would YOU enjoy being raised by ocelots?

Doofenschmirtz had a miserable childhood. He was abandoned by his parents at birth and raised by ocelots. He had to pose as a lawn gnome for a long time and he lost his best friend ballony! :(
