The removal proposal was done on Scrappy since he was added PE by a troll so just like @Modernmyrmidon said, the removal was made to add him in the never again list.

Yeah, i can see why 2019 Joker was removed. but then there's the fact that someone had to remove Smaug, who clearly fails the standards of Sauron and Morgorth, he shouldnt've been in the cat. in the first place.

@Chandlerbing5 I mean Joker 2019 wasn't pure evil in the first place. He obviously wasn't gonna be proposed so the removal was really pointless even when things did work that way.
