Lucy from Elfen Lied. She's killed 9000 people, men, women, and children alike. And yet they expect me to pity her and blame others for her crimes? That is a trick that many criminals try to use to make people sympathize with them, only for them to resume their killing career, regardless if their claims about asshole victims were true or not.
In my opinion, Ellen from the Witch's House. I know she was removed for being too sympathetic, but I just don't see it. I just don't see how her tragic past does anything to justify what she did to many people and especially what she sadistically did to Viola. But you know, opinions am I right?
Syndrome was intended to be sympathetic by the producer said such as how Mr Incrideble even seems to regret how he treated him. That is why most people initially thought he wasn’t pure evil. But when you look at deeply being rejected is NO excuse to become a genocidal serial killer on other heroes.
Lotso wasn’t intended to be be sympathetic yet unlike Syndrome people still sympathize with him to this day because his backstory is genuinely tragic. I’ve seen convincing arguments for both sides if he’s pure evil however.
Also Mysterio from the MCU. His excuse is just as if not more pathetic than Syndrome’s. He got fired by Tony Stark BECAUSE Stark KNEW he was unstable. Mysterio’s response? Go around the world launching his “Elementals” on two villages full of innocent people which, while we never explicitly see any casualties, definitely killed some people. Then he tries to kill a bunch of teenagers before launching an “Avengers level threat” on London in an attempt to make himself look like a hero. He’s basically a rip-off of Syndrome just more evil and pathetic.
Morgan Fey. her tragedy is her husband abandoning her. Her response: manipulating an 8 year old into helping her, help pin a crime on a young girl, and later, in prison, team up with Dahlia Hawthorne to kill said young girl and have said 8 year old feel responsible. wow.

Yeah I definitely disagree with Flowey. He's really really tragic and was completely redeemed by the end of true pacifist.
I'm going by the neutral
Flowey is one of those characters where you really need to take all routes into consideration. He was a kind young prince who got roped into his brother's plot to (probably) destroy humanity, getting killed in the process. He got accidentally resurrected in the form of a flower, but dying left him without a soul, which means he cannot feel empathy anymore. And with how many times he's repeated this story, whatever connections to his people he had left got desensitized over time, slowly becoming more uncaring and cruel with each repitition.
That's tragic as all hell. He legitimately cannot feel for anybody, as hard as he tried to.
