I created Valarr Hill`s page some time ago and I think that he should be proposed and approved as Pure Evil. He is heinous even by GOT/ASOIAF standards. Here is a list of his crimes:
He exposed the hideout of Mors` family to Tywin Lannister knowing full well that he would demand their deaths (which happens).
When he and his brother Alester are sent to kill Mors` wife and daughter he rapes the aforementioned daughter before killing her. She was still a kid and raping her wasn`t part of his orders. After this he smiles and says: "Personally I had not thought it would be as much fun. It was... delicious". In constrast Alester doesn`t feel any delight from the murders and commits them only because he is following orders from Tywin.
He killed his father in order to inherit the family lands.
He framed his older brother for his father`s death and had him killed as well.
He arrests two innocent men. The wife of one of them vouches for him and begs Valarr to release her husband. Valarr murders her for annoying him.
Since he is Cersei`s subordinate, he participates in her orders to kill Robert`s bastards. His end goal in the entire game is to kill a young woman named Jeyne who is pregnant with a baby from King Robert because he wants to win Queen Cersei`s favor.
He brutally tortures several people in his dungeons including Mors (one of the two main protagonists of the game) to find out the location of Jeyne.
He attempts to kill his other brother Alester (the other main protagonist of the game) on several occasions to make sure that he would be the first in line for the Sarwyck seat.
He marries his own sister Elyana against her will to establish his claim on the town of Riverspring and the Sarwyck seat and he plans to rape her and sexually abuse her throughout their marriage and clearly enjoys the thought.
When Mors and Alester burst into his wedding and foil his plans Mors challenges Valarr Hill to a trial by combat which he accepts. However, when it becomes clear that Valarr would lose, he resorts to cheating. He summons a wraith (did I mention that Valarr has studied the dark powers in the Citadel) which impales Mors in a sneak attack from behind.
Mere seconds before Mors dies, Valarr informs him that he was the one who killed his wife and daughter. He does this with a smile on his face just to tormend Mors as much as possible before his death.
After witnessing this all of the people that are present during the Trial of Combat are outraged by Valarr`s actions and call him out. Because of this he commands his men to kill anyone who is present in room (there are dozens of innocent people who are present at that time). This way Valarr ensures that no one would find out about his treatchery.
He apprehends his brother Alester and his sister Elyana. Since Alester knows the whereabouts of Jeyne and her unborn child, Valarr threatens their sister to make the main hero talk. When Valarr receives the information he wants he still beheads his sister without a second thought. He later imprisons Alester in the dungeons planning to deal with him later.
He massacres a huge part of the population of Riverspring to establish his authority over the town. This happens off-screen but at the end of the game it is revealed that the town is so badly ravaged by Valarr that "it is now nothing but a lifeless heap of stone" . This means that Valarr`s massacre took at least hundreds of lives if not even more.
After he learns the Jeyne is hiding in the Harlton castle, he sets out to kill her and her unborn child. He uses shadow wraiths to massacre everyone in the entire Harlton castle and during the massacre he kills Lord Harlton (the man who was protecting Jeyne).
He kills Jeyne even though he believes she is pregnant at the time of the murder because he wants to gain Cersei`s favor.
After he finds out the Jeyne had already given birth before her death he plans to kill her baby as well. To that end he challenges Mors (he is revived by the power of the Red God) and Alester (who in the meantime has managed to escape from the dungeons) to a Trial by Combat.
After his defeat at the hands of the two heroes it is clear that he is about to die from his wounds. However, before Valarr dies he decides to inform Mors that he had raped his daughter before he had killed her. Valarr does this with a smile out of spite. Valarr also reveals Alester`s involvement in the murder of Mors` family in order to drive a wedge between the two friends. This reveal leads to a fight between the two former friends where one of them dies.
