He wanted to assure that Henry and Ellie never saw the light of day again. Plus, he’s against Henry no matter what for escaping the Wall, whilst Ellie, Reginald and the Toppats can all be Henry’s allies as well as enemies depending on what path your taking.

If you go tcw (toppat civil war) reginald and ellie are the biggest threats, as nobody from the wall appears
