Obviously Axelrod. Chick Hicks and Jackson Storm do have one Moral Event Horizon each, but for most of the movie they are just generic bullies.

Axelrod was a terrorist

Axlerod by far. Storm and Hicks are just cheats and jerks for the most part. Axlerod masterminded a terrorist plot and was responsible for multiple deaths and serious injuries. I'd say he's just as depraved as the Professor.

Jackson Storm is not even a villain, Chick Hicks is barely a villain if it weren't for going too far in some occasions, Axlerod is full blown terrorist that had multiple cars tortured to near death by blowing up their engines (the cars heart basically) to the point of hospitalization and has attempted to kill dozens of people by tricking Mater into being his unintentional suicide bomber. Zundapp is even worse also considering he is responsible for 2 of the most brutal and nightmarish deaths in a G-Rated film, to the point where it is thanks to Cars 2 (basically him), that every goddamn family film has the PG rating slapped into it.

Forget about Axlerod, it's Zündapp who is the worst. Sure Axlerod is the main antagonist and the mastermind, but Professor Zündapp is really sadistic and depraved. Remember that scene when Zündapp tortured Rod Torque Redline, that American secret agent? Unforgivable and psychopathic.
