I'd say she's an anti-villain at most, it was easy to see where she was coming from and she genuinely believed a lot of the stuff Mei liked was being a bad influence on her, including her friends. That said though, she was responsible for mass endangerment and mass property damage even if she was too blinded by rage to know she was really hurting anyone let alone the same people she cared about, so I can't say she's particularly nice or heroic.
