No. Clearly because when he fell with his giant robot to the ground. All of the bones in his body would've been shattered to tiny pieces and thus he didn't have any time to retreat but say "Later Hater!". Since the fall of his death egg robot was hard and impactful it's most likely that Robotnik is in fact dead.

But if you think he's alive then that's ok

So I guess Agent Stone would be the main antagonist of Sonic the Hedgehog 3 and Robotnik would be the posthumous overarching antagonist.

Or they can get another actor

Carrey will probably do 3 then not do another role for about 15 years when he’s kinda too old to do anything but cameos.

He's already on record as wanting to do it, he wants "Fat Robotnik" for 3rd movie and due to both CGI trickery and the fact Robotnik can pass as an older man he's probably not going anywhere for a while.
