The film library of Disney villains is very popular, while the TV one isn't very as much. Though with Gravity Falls bringing Bill Cipher, and the success that show saw, the TV library of Disney villains got a peak in interest... That is among shows often created to follow the Gravity Falls formula, anything pre-2012 (except Phineas and Ferb and to a lesser extent Kim Possible) have been thrown aside due to the modern Disney TV audience not knowing about, or possibly, even worse, simply not caring about them.
So, I'm here today to ask, what are your favourite animated Disney villains from television BEFORE 2012?

Gravity Falls, Star Vs. The Forces of Evil, DuckTales 2017, Amphibia and The Owl House are disqualified from here since the big popularity of those shows would make it unfair for the lesser known ones. Though, any other show from after 2011 and beyond (Randy Cummingham: 9th Grade Ninja, Motorcity, The Ghost and Molly McGee, etc) is fair game since they aren't as popular. Phineas and Ferb is allowed though since while it is popular, is isn't as popular as it used to be and not the same level of popular Gravity Falls is. Just don't fill up your favourites with Dr. Doofenshmirtz and only Dr. Doofenshmirtz
Must have been made by Disney or have had them involved in some way, for instance RC:9GN was not made by them directly as I'm aware of, but it was made FOR Disney and it only aired on Disney networks. So any imports with no involvement from the big D do not count)
While I'm unsure if any show produced by Jetix Europe can count here, since while they didn't involve Disney, they were co-produced (at least) by a brand they made or were involved with. The Jetix Animation Concepts trio (Super Robot Monkey Team Hyperforce Go!, Get Ed and Yin Yang Yo!) are fair game, and while not made by Disney (directly at least), W.I.T.C.H. can be included since it was based off a Italian Disney comic.
No live-action shows since this is about the animated shows.
The two Asian Lilo and Stitch spin-offs (Stitch! and Stitch and Ai) can count since they are directly based off a Disney property.
