For some reason he's not mentioned here at all despite being Cars 3's main antagonist. I know he's more neutral for most of the film and is simply just a dick, towards the end of the film when manipulating Cruz fails, he tries to kill her by trying to slam her into a wall, considering Chick Hicks did a similar action of making the King crash, I think Storm could qualify as a villain as well.
