I would also put Catwoman from the Nolanverse on this list. While she isn't that heinous, I always was annoyed by her personality and how she got away with EVERYTHING, not even suffering injuries or harm from bad guys, which she could easily defeat all for no reason.
Lord Business from The Lego Movie. He commits multiple war crimes, destroys an entire planet, tortures and murders several people, but is instantly forgiven when Emmitt reaches out to him, and suffers no repercussions or even backlash whatsoever for his heinous deeds. HISHE did a really funny video where once people were reminded of his innumerable crimes, he gets thrown in prison.
Yeah, that always called my attention. Why didn't Business go to prison if he ordered the destruction of Unikitty's realm, gruesomely murdered Vitrivius and kept so many prisoners locked up in his headquarters?

I don't really have a problem with Jason dying, seeing as he'd stirred up a lynch mob against Eddie (who he already hated even before Chrissie died) and pulled a gun on Lucas when he tried to explain what was going on.
