Should the Scapegoat category be cut?

This category doesn't seem to relate to the villain's personality or role in the story, and it focuses more about the audience's reaction to the villain rather than the villain himself. It's also not really objective because whether a villain deserved their punishment will vary from person to person, and I've seen it used a lot to whitewash a villain where the writers clearly meant their comeuppance to be deserved. Does anyone think this should be cut?

I think it's necessary. Some villains are unjustifiably punished more than they deserve, especially the typical cartoon ones like Tom Cat or Wile E. Coyoe or more modern ones like Denzel Crocker and Heinz Doofenshmirtz. For someone who really didn't deserve to be punished that way, we have Scuttlebutt. And most characters who deserved the fates they got according to the writers aren't scapegoats here, such as Lotso.

I think sad defeats or excessive punishments can still make someone a scapegoat.
