More of a plot device than a character, really. The only interesting thing about him as how he’s basically a sadistic, unsympathetic version of Jason with the military backing him.
@Fower42 I think that’s the ONLY reason Jason gets more hate; Sullivan is basically just a plot device. He has zero personality other than his beyond stupid reasoning for thinking El did the killings.

Virtually no presence, I kept forgetting he was even a character. If he had more screentime, he could've been pretty cool.

Yeah, his reasoning is even more ridiculous than Jason’s. As much as I (love to) hate Jason, I think Sullivan also should’ve died as a result of his actions.
Really, Sullivan was just an excuse for the writers give Mike and the Byers bros something to do and provide a countdown clock for Brenner and Owens to reactivate El’s powers.
He should’ve been killed off after his first episode

Well, no. Billy has a tragic backstory, Brenner turns out to not be a total monster, and Vecna, despite being PE, is still one of the most complex characters in the series thus far.
Granted, some of them are just generic baddies (i.e. Mayor Kline, Grigori, Frazier, the bullies, etc.), but it’s all in good fun. It makes sense that, given the ‘80s setting, some of the villains are just gonna be cheesy and over-the-top evil.
Jason is an delusional idiot but if the show was told from his point of view. He’d look like the hero protecting his town from satanic serial killers. You can’t lie, that situation with Lucas and Max DID look really suspicious.
@Romeo and Robot Yeah, Its not so surprising he didn't want to listen to him after that and other proofs against them, Jason may have been stubborn but the situation didn't help.
