My example: Randall Boggs is more evil than Henry J. Waternoose III.

While Waternoose is only driven to villainy due to his company going under pressure, with the lack of children being scarred and still caring for Mike and Sulley, Randall is far more spiteful having showing sadistic joy in banishing Mike and Sulley, and only did what he did for his own personal gain, and likely wouldn't have cared if Monsters, Inc went out of business.

I would guess Mark Hoffman from the SAW Films counts. He’s the secondary antagonist of the series and NPE and his actions left even John Kramer/Jigsaw (the main antagonist) unsettled by his brutality and lack of empathy of his victims.

Daki (central antagonist of Demon Slayer: Entertainment District Arc) because she is much more ruthless and sadistic than her brother. I mean, this girl has made several prostitutes commit suicide because of how abusive she is. Not only that, but she destroyed an entire street and killed hundreds of people just because someone was yelling.

I’m not Saying Scarlet From Total Drama Phakitew Island is a good villain but you must admit she’s more Evil than Sugar.

First off Sugar only does like, 3 morally questionable things whereas Scarlett Literally goes Doctor Evil Mal on everyone
