Billy is a WAY worse person than Jason, and the fact most people seem to consider Jason one of the most evil characters on the show is genuinely concerning-

Even I hate Jason that much, he wasn’t racist and I was a little surprise that people called Jason racist just to smear his character even though that’s not true.
Jason was in grief from losing his girlfriend and best friend and misunderstood the situation. Mason said he would have helped if he knew about Vecna from the start.
Billy was racist, abusive, misogynistic and a homicidal bully. He was a psycho before Vecna possessed him.

What sets them apart is their tragedies. Yes, Billy was a worse person, but he also had a much worse life, growing up relatively poor, with his loving mother abandoning him when he was young and his father abusing him for over a decade. Jason’s tragedy is much quicker and more built upon his unawareness of the situation around him, which makes him come across as a selfish idiot trying to play hero, even if his motives run a bit deeper than that (it’s heavily implied that he’s insecure and feels like he failed Chrissy as a boyfriend).
Also setting them apart is how when Eleven tries to reason with Billy, he actually listens and chooses to die redeeming himself. In contrast, when Lucas tries to reason with Jason, Jason refuses to listen, leading to a much more pathetic and unnecessary death.
