No! His actions went too far, he was stubborn and arrogant at first and the fact that he didn’t listen plus killed many innocent heroes and made himself look like a Hero in the public … No! Syndrome is a godawfully irredeemable character who is arrogant and will do anything to get respect by civilians

He endangerment so many innocent people and heroes just to become a good guy in front of the public eye and his backstory of him being rejected by his idol is pretty unexcused and there is no chance of him deserving to be forgiven.
