Haven’t seen Black Panther yet (I will this weekend) but from what I’ve read, Namor seems to have the most noble reason for his actions amongst all the Phase Four villains.

Wenwu is a close second.

Considering the fact that Kang will reappear in Quantummania and Kang Dynasty in the future, I think his Noble reason will change

The reason I tagged Kang, was because his page was merged with his variant, He Who Remains, who was the one who had noble goals

Once Ant Man and the Wasp Quantumania comes out, I’m certain He Who Remains will get his own page and Kang will get his own.

Arishem is the only one with straight goals. He is a force of nature that keeps the universe alive, he is just a villain because Earth has to be destroyed
