I only read on here that it needs to have a "meaning and moral" and on Pure Evil wiki it explained something about that it needs "admirable acts" what I didn't quite understood what it meant.
It just needs to have some form of a meaningful story and isn't made purely for the sake of shock value.
But what is deemed as "meaningful"?
@JoxFox2109 I think it means that the story needs to have a message in order to be able to have a PE villain
But with "message" it also could be just a plot that has a reason, right?
