It's hard from me to pick between the majority but I can tell who WOULDN'T cut it: Frank and Norman. They both are far too insane to hold their game between criminal masterminds. Frank is not even a crime lord, and Norman, I have no idea how a nutcase like him could even have a job, but in the script of Leon, a line that didn't make it to the final cut mentioned he had an unmentioned boss, who lets him loose as long as he brings him profit.

Booth would most likely shoot himself, causing the brawl
