Really depends on how well the character is written.
A pure evil can potentially be very interesting if they are also complex and nuanced (EDIT: though this is not really necessary for a PE to succeed, they can be the “Evil is Cool/Love to Hate” type as well)… just as well as they can also be a cartoonish bastard who do evil for evil’s sake without any interesting trait.
An anti-villain can be portrayed sympathetically and fleshed out with complicated moral dilemmas either limiting or forcing their hand… just as well as they can be a total a**hole who takes their unjustified anger at the world with no prior motivation behind their atrocities, only to back down at the very last second and being presented as someone the audience should feel sympathy for, despite it not really being earned.
As summary: the success of both categories heavily depend on how the character is presented and written.
