The term "auto-approved Pure Evil" is defined as being approved as Pure Evil without a proposal beforehand and getting the red lock by default. To make sure that the villain does actually count, a formality post should be created to ensure that a proposal exists for the villain who was approved automatically. Though, there are instances where a villain is automatically approved with the intention of not getting a formality post at all because they embody every Satanic and evil aspect about the world (Emperor Palpatine is a good example of that).

Also, I'll answer your question. No, Slade is not an auto-approved Pure Evil, because a proposal revolving around him was created back in August 2019. Also, before anyone starts wondering about Judge Claude Frollo and Adam Taurus being auto-approved, both of them got discussions too, with Frollo getting a proposal in July 2019 and Adam getting a failed removal in January 2019
