Even though I think that they both are good villains in terms of quality, most people would choose Chernabog as he is presumably more popular than the Horned King. Hell, we can see it with Disney themselves as well, as pretty much almost nobody in Disney fucking acknowledges the Horned King and generally the Black Cauldron movie itself. Both of these villains are also really scary-ass fucks
