It's too early to tell, but if the series were to be cancelled today, Victim would be a Villainous Benchmark. He hasn't done enough to pass the baseline yet and is genuinely tragic.

He could be a VB or IH. Even though he's powerful, he currently fails the Heinous Standards to Purple and The Chosen One, though it's likely to change later on.

@Eleeysium True, Purple does much worse with less resources and even The Animator is worse than Victim for now. He'll probably become heinous enough by the end of the series and could be NPE or IH depending on whether or not he redeems himself, and it's likely he will since Alan has a history of redeeming most major villains in the series (except The Dark Lord, and even that could potentially change if he's brought back).
