Either Herobrine or Shadow Queen, Bill doesn't possess people for any reason other than to access the real world (and fun), Frisk has no resistances to physical attacks, and SCP 035 can still be defeated if you destroy the body entirely.

To be clear, this is SPECIFICALLY when they're possessing someone and not in their base forms.

This is just my opinion: Unfortunately, it seems that most of the votes were thoughtless and rushed, the classic Bill cleary wins. @WowVerySurprising wrote the main point, but I would add a few things.

So this Bill's victory is not so true or simple, it depends on who he possessed by him. If it's a strong, well-built, persistent person, then yes, he clearly wins, but if it's a person like Dipper, then he is a definitely zero, since he'll have the physique of a child, who will get tired sooner compared to an experienced fighter or a strong person and not as persistent. And as @DHZ3 wrote: this is SPECIFICALLY when they're possessing someone and not in their base forms. So in this situation it depends on the host. If the host is a strong man or woman, he clearly wins, if not, his eyes will be gouged out (just like in his original form) and he will beg for mercy.

Yeah, how would Bill be able to take on and kill literal Herobrine in the body of a 12 year old?

If bill possessed Gideon in the S1 finale where he is controlling the mech I would maybe consider him but the pic clearly shows dipper
