Badge of Honor users are just people who frequently use Badge of Honor treatment in discussion.

It should be important to note that the Pure Evil status is not meant to be a Badge of Honor, a Badge of shame, or a trophy, medal, ribbon, or anything remotely similar. It is meant to be a way categorize an irredeemably evil villain.

You can detect which users are like this if they say something like "this villain deserves the designation of Pure Evil" or "Man, how this villain can't be Pure Evil". Something like that is the BoH behaviour.
