He did such villainous acts like trying to kill SpongeBob and Patrick many times, wrecked their houses many times, enjoyed sending them to dangerous missions hoping they will die, tricked them to play sports by unright way and loved that they are getting hurt, faked he's hurt on the job to enslave Mr. Krabs, stole things from others in numerous episodes and sometimes helps Plankton in his evil plans. So he may count as on & off villain.
