*Governor Breck is the overarching antagonist of the original "Planet of the Apes" franchise. He was the reason that the original Caesar started the apes rebelion to begin with (TL;DR, he was like Steven Jacobs, but far worse), and even tried to wipe out all life on earth out of sheer spite after losing. Had he didn't use apes as mass produced pets (at best) and slaves (At worse), and had he didn't kill Caesar's owners (maybe not with his bare hands, but he had a part in it), the rebelion and its results would've been less dramatic.
*General Aldo is the gorilla ancestor of Koba and Pope (everything Koba and Pope did in the reboot can be traced to him. He was the character that Koba and Pope were based on). He was the first intelligent ape in the franchise who killed another intelligent ape on purpose (Caesar's child, no less), and much of what Proximus and Sylva did in "Kingdom of the Planet of the Apes", Aldo did in "Battle for the Planet of the Apes" before, bigger and scarier.
*Himiko (Tomb Raider) is the undead queen of the Japanese island Yamatai. She ran a cult of personality and ordered the sacrifice of at least 2 young priestesses so they could become her new body, which is no small part related to her misogyny. At least one of these two chose killing herself over going through this agonizing sacrifice. Much of the Solarii Brotherhood (led by Father Mathias, who isn't much better)'s atrocities in the game are done in her name. Her crippleness doesn't make her tragic, as she's a violent narcissist who controls both the weather and a cult and hurts people way more than her health issues can justify.
*Sozin (Netflix) is responsible to practically everything the animated Sozin did, but without the extremism and remorse of the original. The same person who commited the genocide of the airbenders, started the 100 years wars and left his best friend to die, but this time only thinking he has good intentions, in addition to enhanced cruelty. Also, the Netflix version of Ozai seems to be less evil than in the animated version, which makes the heinous standard somewhat lower in the Netflix version.
If you feel like there's another villain who should have a PE proposal that i didn't mention, feel free to mention them in the comment section bellow.
