Gabby Gabby was an anti-villain while Chameleon was a villain. I think both were great !!

Another comparison:

They're both the weakest villains in their respective saga.

Toy Story had Sid, Stinky Pete and Lotso.

Kung fu Panda had Tai Lung, Lord Shen and Kai.

That is personal opinion. Like I think Kai is the weakest villain.

This isn't about me sharing my opinions though (although, admittedly, each of their topmost differences sounded more opinion-based than others).
