Highly doubtful, as he liberated his own dimension with everyone including his own family he has ever known. He refuses to take responsibility for the act and it's shown that he's instead more focused on maintaining his twisted worldview than feeling any of the remorse he initially had, even insulting his family in the book's ending.

What keeps Bill from being tragic is that he intentionally stifles any feelings of remorse, refuses to take accountability for actions, and doubles down on his villainy anytime someone tries to appeal to his better nature. He’s just so monumentally selfish and incapable of change that it completely negates his tragedy.
No, because he doesn't feel bad about what happened. The event itself was tragic, but Bill Cipher himself is not tragic because he refuses to feel bad about it, and even further doesn't even see himself as guilty. He's literally incapable of caring about anyone but himself.
