You're absolutely right.

Two-Face is by far Batman's most tragic villain imo, if only because he's too far gone to go back to his normal life. He's forever split between absolute justice and twisted vengeance, never able to meet in the middle.

Please don’t hate him for that, villains are written and meant to be evil, menacing, and threatening. So, don’t hate him for that, commend him for that.

Especially Heath Ledger's joker

But as a fan of Johan Liebert, I find the idea of Scarecrow playing off of the darkest fears of people very compelling
