Mine has to be Fawful, he's the best villain besides Bowser in my opinion. He funny and hilarious. "Fink-rats, I have fury, the mustard of doom", and many more epic lines.
Good question. Probably between Bowser Jr and kamek for me. But I think Bowser Jr takes a slight edge.
