For me, Chameleon is the most well-written out of the list. Her motivations and backstory make a lot more sense than people give credit for, she does a lot more evil stuff than pushing a guy downstairs and has a lot of storytelling elements that make her a good villain for the movie's themes and arcs. Tai Lung and Lord Shen are a hard act to follow and I find her slightly more well-written than Kai.
Skar King is great but GxK is just okay.
Cassandra was cartoonishly evil.
I will not go into much depth with Proximus Caesar, he was just wasted !!
