She looks terrible
Haven’t seen the movie, so don’t know, but from what I’m hearing, she sucked as a main villain and remains as the lowest main antagonist within all the movies. Best being Lord Shen from the second movie.

Cool antagonist i think
I personally think she is more well written than Kai. Now before you grab your pitchforks, just hear me out. Kai is definitely cool. He has a great theme score, stunning action sequences, and great comedic performance by JK Simmons but I think Chameleon is a better thematic foil to Po. Kai's backstory has some weak points and he did not feel like a good parallel to the movie's themes. Po has to become a teacher and recognize individuality and Kai wants power and revenge, the two arcs don't align. On the other hand, Chameleon directly contrasts Po's journey and the movie's themes of change and mentorship.
But eh. Looking at characters like Tai Lung, it kind of makes that a little unreasonable considering the fact that he ambitiously declared that he was the Dragon Warrior, but wasn’t chosen because all he desired was power. Characters with backstories like that are always immediately likable. Hence, why Morro from Ninjago is a popular character.
Well, I wasn't even comparing Chameleon to Tai Lung and Lord Shen because I know they are far more well written. I stated why I believe Chameleon is better than Kai. The other 2 are the definition of "hard act to follow". If it was easy to write villains like them, we would see more of them in animated movies, or all kinds of movies.
Oh, ok.
Such a wasted potential if you ask me.
Considering the fact she was the most technologically complex DreamWorks characters animated with 8130 controls, and the movie had a budget of $85 million (which is actually pretty low for a franchise with budget ranging from $130-150), it’s "wasted potential" indeed.
