Palpatine is not Sloth. He is not afraid of engaging his enemies in direct combat despite his old age and he takes a lot of time to orchestrate his complex schemes (which takes a lot of time and mental effort) and he spends a lot of time actively ruling the Republic and later the Empire instead of letting someone make all the decisions while he rests.
Complete monster He doesn't acutally actively rule the empire, most of the time he acutally studies force and finding ways to make himself immortal. He is actually bored of bureaucratic work of the empire.
