As I browsed the pages of this wiki, I've come across various pages that have the "Pure Evil" category but do not have the "Approved Evil Articles" category. For example, Lord Vitiate. He has the category "Pure Evil" but no Approved category nor template. Same goes for Baron Zemo (Marvel), Solaris (Sonic), and Obadiah Stane (Marvel), and I suspect other pages have such things happening as well. Doesn't seem right. Is there any explanation for the occurrence of this phenomena?
