Black Mask (Arkhamverse)

Don't get me wrong, he's a horrible person (still nowhere near as bad as his comic and DCEU counterparts though), but what Joker did to him in that game is something I wouldn't even wish on my worst enemy. He was forced to shoot his own girlfriend so she wouldn't burn to death (it's implied that he still cares about her as we see a photo of her in his wallet in Blackgate), and then he got tortured and lost most of his own whole crew over the course of several days. Even Batman shows a modicum of pity for him because of it, asking what kind of monster forces a man to kill the ones he loves.

It was listed on Arkhamverse Black Masks page that's he's "one of the three secondary antagonists (alongside Joker and Penguin)"

In that case who's the actual main one of that game or considered so?
