Ok, I do not share Quagmire's arguments, and I am going to explain why:

1) HIMSELF has harassed Lois in public bathrooms, and on top of that he complains about Brian hit on his best friend's wife (Peter) when Quagmire does too? And not only that, he also spends constantly harassing any girl, something that in real life is paid with jail.

2) Brian is a dog, so it's natural for him to defecate in the yard of the house, Quagmire is a human, what doesn't he think?

3) At least Brian tries to be nice to womens, while Quagmire doesn't give a damn about being a pervert who only cares about himself and his penis.
