Joker (DC)

I know the title main antagonist in Marvel and DC Comics is shared by their most evil and impactful villains (Thanos, Red Skull, Doctor Doom, Galactus)/(Darkseid, Lex Luthor, Joker, Sinestro), but is there any way to determine character(s) who could be "Secondary Antagonists" of the verses? Or are they just too expansive to do so?

For me it's Mr freeze, Two Face and Ventriloquist as sympathetic and Joker and Victor zsasz and Hugo Strange as Irredeemable

Hey guys, this is a new redrawn artwork I just made, that recreates the most frightning, but so iconic image of The Joker, as originally illustrated by Brian Bolland and John Higgins for The Killing Joke.
