He commited crimes as bad as Plankton, his crimes are:
Massacre - In the episode "Sandy's Rocket" it is shown that SpongeBob murdered thousands with Sandy's "whirly-bird". He also destroyed many buildings and maybe even people in "Hall Monitor
Attempted Murder and Food Tampering: He and Mr. Krabs almost caused the Health Inspector to be sent to the hospital, and even though Mr. Krabs does take up most of the blame, it's also SpongeBob's fault that he joined Mr. Krabs in pranking the Health Inspector, even Mr. Krabs pointed out that SpongeBob could have talked him out of it. Btw, SpongeBob did know that it was not right to join Mr. Krabs in pranking the Health Inspector but he didn't care, we know this because he said: "It doesn't seem right, but it feels SOOO GOOOOD!" The only thing saving SpongeBob is that he eventually regretted that he joined Mr. Krabs in pranking the Health Inspector.
Trespassing - SpongeBob and Patrick keep entering Squidward's house without Squidward's permission various times. There's also the episode "Sleepy Time" where SpongeBob trespasses his friends' dreams. And don't forget that SpongeBob was nearly arrested in the episode "Hall Monitor", and rightfully so, he trespassed and destroyed many houses. The last episode i'm going to mention is "Survival of the Idiots", where SpongeBob and Patrick entered Sandy's house when whe was hibernating, even though Sandy warned specifically SpongeBob that she's hibernating for the winter, yet they entered anyways.
Torture - In many episodes, he keeps torturing Squidward, whether intentional or not. All episodes in which SpongeBob tortures Squidward are called "Squid torture" episodes. And let's not forget how many times he tortured Mrs, Puff, he nearly got karma in the episode "Demolition Doofus".
Animal Cruelty - In the episode "The Great Snail Race", he kept neglecting Gary, leading to Gary arriving nearly destroyed, we know that SpongeBob tried to train Gary for the Great Snail Race, but it doesn't excuse what he did to that poor snail, remember that Gary is HIS pet.
School Ditching - In the episode "Ditchin'", Dale, a former classmate of SpongeBob, said that SpongeBob was nice until he started ditching class, and that SpongeBob eventually became a criminal, meaning that SpongeBob should legally be in jail or even prison due to all the other crimes, but he's safe because either the police forgot about this or they don't care.
Intrusion - In "Whirly Brains", SpongeBob intentionally spies on Squidward, while he was taking a bath, which should be illegal, but the police is incompetent, so SpongeBob could get away with anything.
Reckless Driving - In boating school episodes, he keeps destroying houses and killing people with his boat, and all of this leads to Mrs. Puff going to jail, and poor teacher got into prison because of SpongeBob, atleast she is not with him when she's at the prison.
Stalking and Attempted Prison Escape - In "Doing Time" he tries to release Mrs. Puff from prison, which is already kinda bad to try to release an inmate from the prison, but the ways he tries to release her are even worse and also downright disgusting, he somehow entered Mrs. Puff's chilly, entered her toilet, and infiltrated Solitary Confinement.
Impersonation - In the same episode, he impersonated a Prison guard.
Genocide of an entire species: In "Bubbletown", he pops most of the town, then Mr. Krabs pops the rest of it besides Bubble Buddy. SpongeBob is forced to reblow everything though after spending some jail time.
Destruction of Private Property: In "Squidville", him and Patrick use the Reef Blowers to re-arrange the windows of Squidward's house alongside the nose of it. Then, when they blast the parts back onto Squidward's house, it causes it to blow up.
Mass kidnapping - In "Sandy's Rocket" SpongeBob captures the entirety of Bikini Bottom, thinking that they're actually aliens projecting SpongeBob's memories, but only when SpongeBob arrives to the actual moon does he realize that he mistook Bikini Bottom for the moon.
Arson - In "The Krusty Plate", it was revealed in a flashback that SpongeBob once burned the whole Krusty Krab and said that this time he won't burn don the Krusty Krab. Later in the episode, he burns down the Krusty Krab AGAIN, no way he did this on accident...
Releasing an Inmate - SpongeBob and Patrick released Man Ray a supervillain, after which they test Man Ray if he knows how to act in certain situations, but the tests failed not due to Man Ray trying to escape and wreak havoc but due to SpongeBob and Patrick infuriating Man Ray. Man Ray then tries to wreak havoc on Bikini Bottom, however Man Ray fails not due to him being stopped by SpongeBob and Patrick but due to realizing what he did wasn't good.
