Why are the under the Chaotic Evil alignment?
Chaotic Evil alignment, also known as the "Destroyer" alignment consists of evildoers are violently opposed to any limitations to their own personal freedom and often champion the downfall of society or morality. Chaotic Evil villains often fall under the "Destroyer" or "Demonic" alignment. The neutral (and less evil) counterpart of Chaotic Evil is Chaotic Neutral, while their complete opposite is Lawful Good, with the morality opposite being Chaotic Good and the law/chaos opposite being Lawful Evil.
Characters of this alignment tend to have very little to no respect for rules, other people's lives, or anything but their own desires, which are typically selfish and cruel; they set a high value on personal freedom, but do not have any regard for the lives or freedom of other people. They do not work well in groups, as they resent being given orders and usually behave themselves either out of fear of greater powers that bind them or in order to achieve their goals. However, this does NOT mean every Chaotic Evil character will mindlessly destroy, but if the opportunity arises for them to cause mischief or harm to others while still furthering their own goals (which are normally personal enjoyment), they will not hesitate to act on it.
For Koba, I kinda understand because in the end he only cared about murdering his enemies, but even then he tried to enforce his own rules on his loyalists. He sounds more like Neutral or Lawful Evil to me.
Safin plans to commit mass genocide in order to create world where he can rule over humanity with Heracles, creating his perfect society. That kinda sounds Lawful Evil to me.
Mendendez just wanted revenge for the death of his sister against the USA. I never really caught the sense that he did it out of pure sadism. He was only sadistic to those who wronged him.
Blofeld (Christoph Waltz) is only shown to be sadistic when tormenting James Bond. Other than that he feels more like a megalomaniac who just wants world domination.
Makarov never gives me the impression that he caused WWIII just for the fun of it. In fact, I never really saw Makarov smiling sadistically whenever he did his crimes, only when he tormented Price over the deaths of his teammates.
Aren't Chaotic Evil characters supposed to be purely motivated by sadism and having shit ton of fun whenever committing their atroicities? These characters only showed it when they have been wronged in their POV and most of it just stemmed as a secondary trait and not the goal.
Can someone please explain to me why characters such as Ernst Stavro Blofeld (reboot series), Lyutsifer Safin, Albert Wesker (game series), Vladimir Makarov and Raúl Menendez are considered as Chaotic Evil instead of Neutral or Lawful Evil? While characters like Homelander (TV series), Hector and Lalo Salamanca are only Neutral Evil?
Blofeld and Safin are just power hungry megalomaniacs who want to rule the world through their own means and organizations.
Albert Wesker is hell-bent on creating a race of superhumans who will kill the weak and rule the planet as the dominant species.
Vladimir Makarov wants to restore Russia to it's former glory days of the Soviet Union.
Raúl Menendez wants to destroy American capitalism across the globe with Cordis Die, but I don't think that he wants to corrupt society as a whole.
These characters and goals kind of sound like someone who is Lawful Evil to me. Now let's go to characters who are considered as Neutral Evil:
Homelander is just a narcissistic sociopath who wants to literally do whatever he wants (insert his iconic qoute) without anyone controlling him.
Hector Salamanca is just driven by pure malice and hatred. The amount of insults and disgusting behaivor this guy showed is unspeakable. He even killed an innocent bystander out of some power flex. Any rule he follows is simply either out of pragmatism or fear of Eladio. The only rule follows is the one he taught to his nephews: La familia es todo.
Lalo Salamanca is highly unpredictable and has no regard for rules (much like his uncle), but plays the long game and only follows certain rules out of pragmatic reasons (I doubt that he actually fears Eladio). He killed Fred Whalen simply because he refused to give him what he wanted and killed Howard Hamlin just because he could. The only rule he seems to genuinely follow is tha Salamanca Family motto: La familia es todo.
These characters sound like Chaotic Evil to me.
Am I missing something? Can someone please explain why is this the way it is?

Notice something that maybe very few noticed (at least I think so because I never heard someone mention it) but Vladimir.R.Makarov from Call of Duty and Micah Bell III from Red Dead Redemption share many similarities with each other:
1- both (despite not being from the same universes) were born and died around 110 years (1860-1970 and 1907-2017)
2-they both have the initial M in a part of their full name (Micah in the name and Vladimir in the last name)
3-both brought someone to the brink of madness and making someone ruthless and selfish by making him an antagonist of a previous game (Vladimir driving Shepherd crazy by killing 30 thousand marines and Micah making Dutch go mad by turning him as we saw in Rdr 1 , on top of which both have mustaches and a revolver as their own weapon)
4-the two were only faithful to their motivations and willing to kill anyone who crossed their paths
5-they both died when they were around 46-47 years old
6- the two killed both directly and indirectly a protagonist (Vladimir killing Yuri by shooting and causing the death of Soap and Micah leaving Arthur on the brink of death and indirectly causing the death of John Marston)
7-both were the main causes of his entire trilogy (Vladimir from the Modern Warfare saga and Micah from the red dead redemption saga)
8-Both make their debut in a video game sequel (Vladimir in Call of Duty 2 and Micah in Red Dead Redemption 2)
9-the two saved the life of their "mentor", gaining his trust (Micah from Dutch in some outlaws and Vladimir to Imran Zakhaev, both doing a business that had to do with gold, but both saw them as a simple tool like the rest to ascend never really caring
10- both in some cases present a certain inhumanity (Micah was seen sleeping very few times, never eating and despite being many years old he moved very fast, Vladimir wearing except for the same clothes for 20 years and holding a heavy machine gun with one hand, and both having a high tolerance for pain)
11-both are more short weapons than long weapons, seeing themselves with long weapons only on a mission (Micah in "who the hell is Levicitus Cornwall?" And Vladimir in "No Russian")
12-they were both xenophobic (they hated anyone who came from other countries)
13-the two had a certain facial similarity
14-both had a hatred towards women (Vladimir having been involved in the Prostitution business transferring women from Eastern Europe to Western Europe and Micah hating women and chatting with the women of the gang in an evil way)
15-The two were responsible for a great Massacre (Vladimir from the Zakhaev Airport Massacre and Micah from the Blackwater Massacre, influencing it, participating in it and both having serious consequences)
16-both were the last to die in a game, making them the last enemy (Call of Duty 3 and Red dead redemption 2)
17-both were betrayed by a friend having good reasons to betray them (Vladimir being betrayed by Yuri alerting the authorities of the airport massacre and Micah by Cleet preventing him from murdering a girl)
18-the two were shot by an ex-friend, something that led to their death (Vladimir receiving a shot from Yuri in the shoulder and Micah receiving a shot from Dutch in the abdomen, and both with the U as second word in his name)
